Recommended parameters for oracle 19c per Doc ID 2791575.1

Hello,

I have basic question regarding parameters mentioned on page 6 of performance tuning document under Doc ID 2791575.1

At many places, recommended value for 19C is mentioned as 'Important'

for ex: parameter 'OPTIMIZER_INDEX_COST_ADJ' as 1 Important.

Do I need to set value of parameter as 'Important'? Sorry for naive question but got confused if it means mandatory.

Kindly suggest.
