getting ORA-01017 using srvctl and oakcli after Radius configuration

We are running an ODA X5-2, 12.1.0.2 database, 18.3.0.0 grid and linux 6

We want to use Radius server for database authenication and have gotten it configured and working but when I try and stop/start a database with srvctl or create a database with oakcli, I get a ORA-01017 invalid username/password; logon denied.

We have tried adding oracle, grid, sys and system to radius but we still get the error.

Is anyone else using Radius on an ODA and run into this issue?
