SQR issues with report, output differs from when query is ran directly from sql developer

I have an SQR that I have been working with that deals with financial information for projects that are being billed and budgeted. The report takes project information and displays the budget, expenses, encumbrances, and current year expenses. The report needs to display all active and inactive jobs, however it should only display inactive jobs in the case that they have expenses for the current year, if they do not then they should not show. I am running into an issue where the inactive jobs without expenses for the current year are the one's that are still appears, I'm kind
