NavBar, Home Button, Search are not visible for an ELM Fluid user in PT8.58

Access to NavBar, Home, Search and actions button is granted to user through custom Permissionlist. We have granted access to the NUI_FRAMEWORK and its related components (NavBar, Add to Favorites etc) as per PTPT1000 to this custom permissionlist. The custom permissionlist was then added to respective roles.

Structure and Content > Fluid Home page > Navigation Bar > Security Tab has custom permissionlist added to it.

I made sure all the necessary access has been granted, Portal sync run etc. But when user accesses any Navigation Bar Menu Items (say Process Monitor) when they are in their home pages (Say ESS) , then "NavBar, Home, Search and actions button" disappear from the header banner. Just a back button appears pointing them to the default Fluid homepage.
