Did anyone else have trouble with scp after upgrade or re-imaging an ODA to version 19.11?

The scp command errors out when trying to push files from an 18.7 ODA to the 19.11 ODA and when trying to pull files over to the 19.11 ODA from the 18.7 ODA.
