Secondary Location does not delete but writes 'ID' record to Cardex

After attempting to delete a secondary location, the delete failed due to the part belonging to an open WO parts list (status 87). However, an 'ID' - "Location Delete" record was still written to the Item Cardex, F4111, even though the item location wasn't actually deleted.

Any thoughts as to how this could happen? Thank you.
