Is there a functionality to bypass fulfillment rules when inventory is available

Hello All

We have a scenario as below wherein we have setup the fulfillment rule as below. In the second screen shot you will see two Orders having same score of 65. They get allocated 80% of inventory. However for this item adequate inventory is available at the time of performing the allocation. So the business should expect that even though Fulfill % recommended is only 80%, since inventory available is enough to satisfy 100% of the order line the system would suggest to fulfill 100%. The rules will apply only when supply does not meet demand. Is there something to the
