Applying R12.ATG_PF.C.Delta.9 and hung on ldt file

We have EBS 12.2.6 and I'm attempting to apply the ATG patches 30399994 and 30399978. It has hung and when I look at the log/worker files, I see this error.

Uploading from the data file /u01/oracle/test/fs1/EBSapps/appl/fnd/12.0.0/patch/115/import/US/oafcpmgr.ldt

Altering database NLS_LANGUAGE environment to AMERICAN

Dumping from LCT/LDT files (/u01/oracle/test/fs1/EBSapps/appl/fnd/12.0.0/patch/115/import/afcpque.lct(120.1), /u01/oracle/test/fs1/EBSapps/appl/fnd/12.0.0/patch/115/import/US/oafcpmgr.ldt) to staging tables

Dumping LCT file /u01/oracle/test/fs1/EBSapps/appl/fnd/12.0.0/patch/115/import/afcpque.lct(120.1) into FND_SEED_STAGE_CONFIG
