How to install gcc on Solaris 11.4

We need to install gcc on Solaris 11.4 but the pkg install command show an error:

root@saribvxsmdbr01:~# pkg install gcc

Creating Plan (Solver setup): /

pkg install: No matching version of developer/gcc can be installed:

Reject: pkg://solaris/developer/gcc@10.3.0-11.4.36.0.1.101.0

Reason: This version is excluded by installed incorporation consolidation/userland/userland-incorporation@11.4-11.4.34.0.1.94.3

We tried to change facet but this error appear:

root@saribvxsmdbr01:~# pkg change-facet facet.version-lock.developer/gcc=false
