Is this why pay rate changes to zero on GSS Transaction?

We recently added some GSS transactions for Manager Self Service. We've had a few situations where a transaction that updates position first (location change/reporting relationship change) and then automatically adds the job data row, has been updating the pay rate to zero. My hunch on why this is happening has to do with the Controls tab in the Pay Components section in the Job Data record. It appears if the "source" on that tab is "salary step" and the employee does not have a "step" in their salary plan, then it changes the salary
