Using the My Oracle Support Portal (MOSC)

How do new users sign up for My Oracle Support

I have a new user that requires MOS. The users signs up on MOS and puts in the support identifier and saves it. I am the administrator and I do not see Pending User Request.

Is there something else the user have to do?
