not able to load data in planning after enabling process management

Hi,

we are using hyperion planning 11.2.4.010, we are doing budgeting for next year we are using process managment, where all the budgets are approved for the current year, i have created new year to upload the budget in the scenario and version management and started the cycle but when i opened the webform and tried to enter values all the form is grayed out , could you let me know what would be the reason

in the scenario dimension i also defined the member.
