How to fix password file issue after upgrading logical standby database 11.2.0.4 to 12.2.0.1?

I tried to upgrade physical standby database from 11.2.0.4 to 12.2.0.1 using transient logical standby database method. After upgrade to 12.2 version, data sync stuck from primary 11.2.0.4 to logical standby 12.2.0.1. The problem is existing standby DB password file not working. At primary DB alert.log, I got below error:

Error 1017 received logging on to the standby

Check that the primary and standby are using a password file

and remote_login_passwordfile is set to SHARED or EXCLUSIVE,

and that the SYS password is same in the password files.
