listener is not register automatically after restart and not able to connect remotely from client

Hello,

I have ORACLE RAC 12.2.

when i start the RAC nodes\physical Servers, the listener does not register automatically.

i have to go to oracle home and open sqlplus and register local and remote listener and then i'm able to connect to database from remote client.

i need your support to fix this issue.
