ORA-28113: policy predicate has error

in Install, Upgrade, Clone, Patch - EBS (MOSC) Question

I am trying to create custom policy on editioning view PON.PON_BID_HEADERS# on EBS 12.2.10 upgrade to restrict the columns users see when executing a select query. when try to run the query i am getting error as ORA-28113: policy predicate has error.

In EBS 12.1.3 policy created on table it is working as expected but it is not working in EBS 12.2.10 upgrade instance as we have created on editioning view as per the standards.

can anyone help me on this.
