How are concurrent requests handled in Oracle Integrated SOA Gateway?

in Technology Stack - EBS (MOSC) Question
  1. When invoking a ISG Rest Service with HTTP Basic Authentication, does this create an application user session in EBS? Or is this only the case with Token-Based Authentication?
  2. Is there a limit on the number of requests that can be made by a user invoking ISG web services? How is this controlled?
