Looking for recommendations for multi-phase shells

We are going to begin using Unifier within multiple phases of our project lifecycle. We are wondering if there is some way to manage what BPs are available/viewable, and also what folders are available/viewable based on the phase of a project.

We are trying to keep the UI as clean as possible and I know that this can mostly be handled by groups and permissions. We are just wondering whether there is some other option that we are just missing.

We've looked at Gates and Phasing, but that doesn't seem to work as we expected. Thoughts?
