How to upgrade 12.2 RAC primary DB with RAC active data guard and several branches using data guard

We are planning to upgrade our EP2 DB from 12.2 to 19c. But our EP2 infrastructure includes 13 machine (12.2 RAC primary DB with RAC active data guard and several branches using data guard). Do we need to upgrade all branches data guard and RAC data guard first? Or upgrade all servers of the EP2 infrastructure at one time? Kindly please advice the upgrading precedence. Many thanks.
