Do we need to upgrade to 12.2.10 for continued support?

Last year, we upgraded our EBS from 12.1.3 to 12.2.9. Do we need to upgrade to 12.2.10 to get premier support till 2031 or can we stay on 12.2.9 and still get continued support?
Also, can we apply RPC patches for individual modules in 12.2.10
