COBRA Overeage dependent processing (PSPCOBRA)

Can someone explain the process?  Looks like it creates a COBRA event for the dependent using the employees' ID, but also creates a "C" ID for the dependent without the employee.  Can someone explain what is supposed to happen with these two different IDs on the same event?  The employee ID shows up Participant Election and the "C" id does not.  However, in Billing, both IDs show up.
