Limit quantity to order for inventory items

Good afternoon!  We have some items in our inventory business unit (PPE/Pandemic supplies) that we need to find a way to limit the quantity requesters can order through eProcurement.  We currently have the locations as 'restricted' so they have to be manually managed by our inventory folks.  We would like to be able to have the users only order to a max qty through inventory.  We do know of the min/max feature in the item vendor tables, however, this restricts procurement ordering (PO) and we do not want this restriction.  Any assistance would help.
