Oracle Database Standard Edition Licensing

This involves more licensing question.
The customer has Oracle 11g on Centos 7 and standard license. If they want to move this to RHEL HA, how many processor license is required? Below is my calculation, but please comment any if you think it's not correct.
1. RHEL HA allow one Oracle license as below states.
Active node is required to have license, passive node is not as long as it's used only for failover case, 10 days of a given year.
2. Moving Oracle installation to new hardware server (Intel Xeon Gold 6326, 8 core, single processor) does not require re-purchase of the license. Some of my colleauges say it requires re-purchase
