User must have administrator privileges to install Oracle XE 18c

Hi Experts

I am trying to install Oracle XE 18c and keep getting the user must have administrator privileges error. I checked my account and i am already Admin. Also my company does not have VPN connection as such so i can not login to VPN. So trying to figure out what can be the issue and how it can be resolved.
