unable to update ship-to from back end

Dear Team,

We are trying to update ship-to for the sales orders from back end 

if the order header status is entered we are able to update the details from back end 
if the order is booked we are getting the below error message 

update failed due to error Payment Term is required on a booked order.

we checked that payment terms are available on header and line level
