Financial Aid Not Following Charge Priority List

Hi, 

I have came across several students where their Health insurance has been been skipped and proceed to paid the installment plan, which was after on the priority list.  The Health insurance was apart of the insurance tree node which include the Dental insurance and Health insurance. The Dental insurance got paid out but the Health insurance didn't. 

Has anyone came across an issue like this? What was done to resolve this issue?
