For the Oracle EBS add one new resource, but the move transaction don't have overhead

Hi,
     I add a new resource 'SWW_LB1' in Operation 'S010' to the department 'SWW', after do the move transaction, don't have the overhead in 'WIP Trasncsaction Distributions'

Overhead already set up
