How to store an image (jpg, png, etc..) in Siebel database

Hello everyone, 

We would like to implement a functionality in which the uploaded by users images will be stored in the Siebel database (BLOB), instead of Siebel attachment.
We need this in order to enable BI publisher to read from Siebel DB this image and print in within a document.
Any idea on how it could be implemented?
