Not able to find "return to supplier" in manage shipments

in Order and Service Management (Communications Industry) (MOSC) Question
I am trying to do the process of RTV. 
Product using: Oracle Cloud Application
21C (11.13.21.07.0)

I have created a return receipt transaction.
Then I am going to manage shipment transaction form and trying to search with order type as "return to supplier". But no records are coming up.
