Bulk Import of Root Certificates for 4600

I am looking for a manageable way to import a large amount of root certificates into the certificate-record store on a 4600 (Twilio integration). The CSV import doesn't appear to provide the option to allow importing the PEM.

Maybe some CLI automation?
