Project Type not available to select

I have created contract Project type and it's active and not end dated , when creating project template , project type is not available to select, due to this i am not able to progress my setups.
Project type and Project template belongs to same operating unit.
PA period is open. i have checked profile options PA: Licensed to use Project Billing which is Yes at site level, Profile option PA: Cross Project user update is set as Yes at Responsibility level, PA: Cross Project user view is set as Yes at Responsibility level
I am able to query Project type in self service page form but not able to see in list of values when creating project template window
