How to setup Cluster Health Monitor for EM13c?

Oracle documentation mentions Cluster Health Monitor (CHM) enabled by default and should be able to view GUI mode in EM 13c console through cluster targets.  However, currently I cannot see CHM in EM13c.  Can anyone advise on workaround to resolve?  Thank you in advance.
