ETCC - Can you run it on OAM and OID Servers?

in Technology Stack - EBS (MOSC) Question
We need to bring our OAM and OID servers up to date regarding Weblogic, DB, and any other of the functions running there.  I was wondering if I could run ETCC on those servers or some similar script which would report to me the recommended patches.  Does anyone know?  When I tried to run checkDBpatch.sh, it says the database environment is not set and wants a context file to be input.  I don't see an .env file in the $ORACLE_HOME.  I'm not sure these are expected to work on these servers.
