oracle 19.3.0.0.0 client will not install on windows 10 pro workstations

We have a customer where the Oracle 19c client will not install on any of their Windows 10 pro workstations.

The furthest we can get with the installer is the “checking of prerequisites” where the install gets stuck and does not progress.

viewing the installer logs, the installer ends up in an endless loop “reading from pipe”

This is the point in the log where the endless loop starts.
