Work Permit Attachments

in Enterprise Asset Management - EBS (MOSC) Question
I created a Work Permit with an attachment. I put the permit on the work order but the attachment doesn't come across with it. I have also created a permit from a work order, with an attachment and the attachment didn't come across. Is this as designed? Am I missing something?
