Apply patch 31047338 to Web Tier 11.1.1.9.0 - R12.2.5

Dear Experts.

We are on R12.2.5 - non tls/ssl
DB 12.1.0.2

We are in process of upgrading AD/TXK delta from 7 to 12.
We have applied missing database patches as per ETTC
Now we are applying missing ETCC patches to application tier.
