Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. MOSC will now require that member accounts in our community be associated to a *corporate* email address. how do I promote a 11g scan_listener to a 13.3 OEM

I can not get the scan listener to show up in OEM. It says it is down and it is not. I tried discover manually and declaratively and the same result.
