How does HISTORY_ONLY value in PS_BAS_PARTIC_OPTN populated?

Hello,

I want to find out how the HISTORY_ONLY value is populated in PS_BAS_PARTIC_OPTN.  Is the Y/N value determined by a setup table? 

I was told this value determines if a benefit plan included in the benefit statement or not.
