what is the difference between Delegate and Transfer functionality (From WF Admin)

Currently when a manager delegates a person to approve claims in iExpense the DOAA level is being transferred to that individual. This is causing an audit issue so I am looking at how we can stop the DOAA level transfer when a person is a delegate
