Peoplesoft cloud manager is not showing HCM 9.2 PUM 38 image even if it exist in file repository .

We are implementing HCM 9.2 Pum image 38 on oracle cloud infrastructure using peoplesoft cloud manger 12 . we have the PUM 38 image on fileserver but its not showing in the available images on environment templates. can you please let us know how we can enable it or let me know from where we can update it. I have run the oci metadata refresh/update and other related process. cleared appserver , webserver and process scheduler cache still no luck
