Search Concurrent Requests by Name returns nothing - EBS 12.2.10

Background:
As per the Oracle recommendations and best practices, at one of the EBS customers, EBS version has been upgraded from R12.1.3 to R12.2.10. The instance was built during 11i times and got upgraded from 11i to R12.1 an R12.2.10.

EBS Version - R12.2.10

Process/Issue :
As per the upgrade path, AD & TXK 12 patches applied and on top of them, using patch wizards, recommended security and functional patches applied too. During initial testing, Many times concurrent requests were showing as RUNNING but actually there were no active sessions present in database. Oracle provided patch - 16020555, which brought new version of 24 for the file afcmgr.odf. This file has version has bug by which Searching Concurrent Request by Name returns Nothing.
