How to change NATIONAL CHARACTER SET for a pluggable database

Hi,

I need to change NLS_NCHAR_CHARACTERSET parameter from "AL16UTF16" to "UTF8" for a pluggable database version 19.11( on Linux x86_64, Exadata version 21.2.0.0.0.210429.1).

Do we have doc that I can follow?
