Unable to launch the ReportBuilder

We installed Weblogic 10.3.6 and installed Oracle Forms and Reports 11g R2 on it. However now we are facing issues in launching the ReportBuilder. When we open the Report wizard the ReportBuilder crashes itself. 

Shows the below error : 

[opc@weblogic bin]$ ./rwbuilder.sh
WLS ManagedService is not up running. Fall back to use system properties for configuration.
*** Error in `rwbuilder': free(): invalid pointer: 0x0000000003a4cb50 *** 

However, when we try to access RWConverter it launches properly.

Also, referred the below link, but it did not help.

We tried to do the same setup in 12c and it works perfectly fine.
