Fails in R470412 generates gaps in voucher documents

Processing a transaction using the R43700>R470412 if it fails, the next number
Voucher number wasted. In some countries, as Sweden, this represents a legal issue when there are 'gaps' in the sequential numbering.
How avoid this issue?
