Missing Security for Questionnaire Template Configuration

Dear PeopleSoft User Community,

I am starting to use Questionnaire Framework for the first time. I have added the Questionnaire Composer role to my userid, as well as Activity Guide Composer Administrator and several other roles too, yet I don't seem to have the correct security for the Questionnaire Framework activity guide. Each page of the create a questionnaire activity guide shows a search record that displays no results rather than the expected form questions.
