can we have only "includes" and no "excludes" in the CVR rules

We are trying to remove ranges from the CVR rules and for that reason we are trying to create CVR rules with only "includes" and for specific data values. But looks like when we were testing it outside those specific values it is still letting system create accounts when we expected the system to prevent those accounts. Any inputs please?
