What do 'annotation blocks' look like? (re: BUG 20778341)

According to this document, the error ("Exception - Problem building schema!") is caused by 'annotation blocks' in the WSDL.  It says that if I comment these out, it will resolve the problem.  What do 'annotation blocks' look like?
