Why Item status validation not being performed while changing quote status from Draft to WON

in Quoting - EBS (MOSC) Question
Business is creating a customer quote and keeps in draft while waitinf for other process. During that waiting process if items becomes inactive/obsolete, system still allows to change the status from DRAFT to WON. When user tries to place order that time user gets Item invalid error and there is no come back as Quote is already in WON status.

Is there any way where Item status validation will be done while changing status from Draft to WON?
