Flexfield Value Set Security

Has anyone used the flexfield value set security feature to restrict access to only certain segments in a DFF to a particular responsibility. I tried configuring it but does not seem to work. I created a grant under that responsibility using the Security Wizard to make certain DFF segments read only. But it is not working. Does anyone have any experience with this and can provide some guidance?
