not able to find SQL ID s in v$sql_plan

in Database Tuning (MOSC) 1 commentAnswered
we have recently upgraded our ERP DB from 12 to 19.10 and noticed serious degradation of performance in production.
what intriguing is for any active process's sqlID, I am almost always not able to find the corresponding row(s) in V$SQL_PLAN.  What am I missing? 
Please advice
