Split lines when picking by pallet

We pick by pallet and have a custom tag file to consolidate lines prior to ship confirm to prevent line splitting in the F4211. We only allow splitting for different lots or product cuts. This custom file is causing multiple issues. Does anyone have alternative ways to handle line splitting in F4211.
